Dear Colleague,
On 11 November 2015, the European Parliament adopted a proposal to reform the European Electoral Act of 1976. This proposal is legislative in nature and hence may be subject to a subsidiarity scrutiny procedure, pursuant to Article 6 of Protocol 2 to the Treaty of Lisbon. The European Parliament has set the transmission date of this proposal on 15 December 2015. Although the transmission has been improper in a number of instances, I kindly advise you that this would mean that any reasoned opinion concerning the subsidiarity of the proposal must be submitted to the Union legislator by 9 February 2016 at the latest. The House of Representatives of the Netherlands aims to complete the subsidiarity procedure by this date and I cordially invite you to join us in this exercise.
